David grew up in Saint Andrews, NB.  He attended UNB Fredericton where he earned a degree in Business Administration and then a degree in Economics.  After graduating from UNB Law School in 1983 he completed his articles under G. Fred Nicholson, K.C., and his partners G. Melvin Turner, K.C. and David C. Walker (now retired Judge of the Provincial Court of New Brunswick).

David was admitted to the Bar as a practising lawyer in New Brunswick on March 15, 1984, and has practised law for the past 41 years in Charlotte County.

He served on the Law Society of New Brunswick Law Council in the 1990s and several terms after 2000, representing Charlotte County.  He was a member of the Property Law Advisory Committee when the Real Property Standards were updated to more accurately describe real estate practises and standards under Land Titles.

He has been actively involved in The Charlotte County Barristers' Society, as President and other offices and served on various committees.  He fervently lobbied against the closure of the Provincial Court in St. Stephen in 2015.

David strongly believes in giving back to his community and has been an active member of his community in many organizations in the Saint Andrews area, including town council (Councillor, Deputy-Mayor and Acting-Mayor), Kiwanis (President, Secretary, and member of the Board of Directors), President of the Heather Curling Club, a Scout leader and Group Committee member for over 15 years.

David and his wife, Heather Brown Bartlett, are avid sailors and enjoy spending time sailing on Passamaquoddy Bay, the Bay of Fundy and the Saint John River system.  They are members of the St. Andrews Yacht Club and the Martinon Yacht Club in Saint John.

David was appointed a Queen's Council (now King's Council) on November 30, 2021.
